1. Regional Wage Zones by Commune-Level Administrative Units in Dong Nai - Zone I includes the wards of Bien Hoa, Tran Bien, Tam Hiep, Long Binh, Trang Dai, Ho Nai, Long Hung, Binh Loc, Bao Vinh, Xuan Lap, Long Khanh, Hang Gon, Tan Trieu, Phuoc Tan, Tam Phuoc, Phu Ly; and the communes of Dai Phuoc, Nhon Trach, Phuoc An, Phuoc Thai, Long Phuoc, Binh An, Long Thanh, An Phuoc, An Vien, Binh Minh, Trang Bom, Bau Ham, Hung Thinh, Dau Giay, Gia Kiem, Thong Nhat, Xuan Duong, Xuan Dong, Xuan Dinh, Xuan Phu, Xuan Loc, Xuan Hoa, Xuan Thanh, Xuan Bac, Tri An, Tan An.
- Zone II includes the wards of Minh Hung, Chon Thanh, Dong Xoai, Binh Phuoc; and the communes of Xuan Que, Cam My, Song Ray, La Nga, Dinh Quan, Phu Vinh, Phu Hoa, Ta Lai, Nam Cat Tien, Tan Phu, Phu Lam, Nha Bich, Tan Quan, Thuan Loi, Dong Tam, Tan Loi, Dong Phu, Dak Lua, Thanh Son.
- Zone IV includes the communes of Thien Hung, Hung Phuoc, Phu Nghia, Da Kia, Phuoc Son, Nghia Trung, Bu Dang, Tho Son, Dak Nhau, Bom Bo, Bu Gia Map, Dak O.
- Zone III includes all remaining wards and communes.
2. 3. Application of Regional Zoning The application of regional zoning is determined based on the location of the employer's operations, as provided in Clause 3, Article 3 of Decree No. 74/2024/ND-CP. Specifically: - Employers operating in a region shall apply the minimum wage level applicable to that specific region.
- Where an employer has units or branches operating in different regions with varying minimum wages, each unit or branch shall apply the minimum wage corresponding to the region where it operates.
- If an employer operates within an industrial park or export processing zone that spans multiple regions with different minimum wages, the wage level applicable shall be the highest of the applicable regional minimum wages.
- If the employer operates in a locality where the name has changed or where administrative divisions have been split or reorganized, the applicable minimum wage shall temporarily remain that of the previous region prior to the change, until further regulations are issued by the Government.
- If the employer operates in a newly established locality formed from one or more regions with different minimum wages, the applicable minimum wage shall be that of the region with the highest wage level.
Notably, when applying the monthly or hourly minimum wage to employees working for employers in newly classified commune-level administrative units where the new regional minimum wage is lower than the previously applied wage before July 1, 2025, the employer shall continue to apply the previously applicable minimum wage based on the district-level classification prior to July 1, 2025, until new regulations are promulgated by the Government.
