KEY ADMINISTRATIVE PROCEDURE REFORM PLAN IN 2025

On February 4, 2025, the Prime Minister issued Decision 240/QD-TTg on the Key Administrative Procedure Reform Plan in 2025.

1. Some requirements of the Key Administrative Procedure Reform Plan in 2025 are as follows:

- Promote the sense of responsibility, political determination, efforts, and actions of the heads of Ministries, branches, and localities in directing the implementation, prioritizing resources for implementation. Determining the implementation results of the Key Administrative Procedure Reform Plan in 2025 is one of the bases for evaluating the results of the implementation of the administrative procedure reform task of ministries, agencies, and localities in 2025 and the period 2021-2025.

- Administrative procedure reform originates from the interests of people and businesses; taking people and businesses as the center, the subject and the goal; taking people and businesses' satisfaction as a measure to evaluate the service quality of state administrative agencies at all levels.

- Implementing direction and operation in the electronic environment through the use of digital platforms and data that are connected and shared synchronously and smoothly between Ministries, branches, localities and within agencies and organizations.

- Ministries, branches and localities clearly define responsibilities and proactively organize the implementation of this Plan, closely coordinate with relevant Ministries, agencies and localities, promptly reflect arising issues, difficulties and obstacles in the implementation process for the Government Office to synthesize and report to the Prime Minister for consideration and direction.

- Make the best use of the role of the Administrative Procedure Reform Working Group and the Prime Minister's Administrative Procedure Reform Advisory Council in directing and urging Ministries, agencies and localities to implement the Plan; promptly grasp and direct the handling and removal of difficulties and obstacles in mechanisms, policies and administrative procedures that are barriers to production, business activities and people's lives.

- Mobilize and effectively use all resources, the participation of all levels, sectors, experts, scientists, people and businesses, promote communication work to create social consensus and strengthen people's trust.

2. Key tasks under the administrative procedure reform plan:

- Reform regulations on administrative procedures, regulations related to business activities;

- Innovate the implementation and settlement of administrative procedures, and provide public services to serve people and businesses;

- Direct and operate in the electronic environment associated with administrative procedure reform.

3. Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities have the following tasks:

- Strictly implement Decree 09/2019/ND-CP; reduce the regimes to ensure that only really necessary reporting regimes are issued, reduce the reporting regimes that have been replaced by digital data available from information systems and databases;…;

- Develop and complete the reporting information system towards forming a command and operation information system of Ministries, branches and localities connected to the command and operation information system of ministries, branches and localities connected to the command and operation information system of the Government and the Prime Minister according to regulations;...

- Deploy the document management and operation system, connected to the National Document Interconnection Axis system, the task monitoring system assigned by the Government and the Prime Minister and the internal systems of Ministries, branches and localities to ensure online command and operation activities are completed in the third quarter of 2025;...
