​On May.19, 2020, the Ministry of Natural Resources and Environment issued Decision No. 1123 / QD-BTNMT on promulgating the Ministry of Natural Resources and Environment's plan to implement Decree No. 45/2020 / ND-CP of August.4/2020 of the Government on implementation of administrative procedures in the electronic environment.

Accordingly, Decision No. 1123 / QD-BTNMT stipulates a number of main contents as follows:

The implementation of administrative procedures on the electronic environment must take organizations and individuals that require the implementation of administrative procedures on the electronic environment as the center; Method of implementation is simple, easy to understand and easy to implement

The organization of receiving and resolving administrative procedures in an electronic environment is conducted in a legal, reasonable and scientific manner; ensure equality, objectivity, publicity, transparency, information security and close coordination among competent units in the process of administrative procedures.

Content of the plan:

- Disseminate and thoroughly grasp the contents of Decree No. 45/2020 / ND-CP to all units, all officials, public servants, employees and employees of the Ministry of Natural Resources and Environment.

Propagating, disseminating and guiding people, businesses and organizations and individuals concerned about administrative procedures in the electronic environment, online public services at level 3.4 and the benefits of choosing This method is to save time and reduce costs for compliance with administrative procedures.

- Develop and implement solutions and conditions to ensure the implementation of administrative procedures in the electronic environment under the management of the Ministry: Review and assess the readiness, selection and issuance of public works list of administrative procedures under the Ministry's priority scope for implementation in the electronic environment, online public services at level 3,4; Review and promulgate regulations on forms of dossiers, documents and results of administrative procedures in electronic form, which must be submitted according to regulations or papers, documents and results of administrative procedures in electronic form circulated among competent agencies. rights in the process of receiving and settling administrative procedures; Build internal processes towards restructuring, standardizing processes, components of documents, forms, implementation time and other components of administrative procedures.

- Organizing the provision of administrative procedures in an electronic environment and online public services at level 3.4: Receiving, processing and returning results of administrative procedures on an electronic environment in a centralized and uniform manner according to the one-door mechanism , one-stop shop; Upgrading and completing the public service portal and the electronic one-stop information system of the Ministry to ensure the criteria and regulations on functions and technical features; require connection, integration, sharing, data storage;

- Organizing the quality assessment for the implementation of administrative procedures on the electronic environment under the management competence of the Ministry.
