OVERWIEW OF THE ESTABLISHMENT AND DEVELOPMENT OF INDUSTRIAL ZONES IN DONG NAI

​​Dong Nai has a favorable geographical location for the development of its systems of transportation, communication, electricity supply, water supply and so on. especially with a stable and solid geological foundation, tt is a good place for construction works and factories. In 1963, Dong Nai had Bien Hoa Industrial Zone built and operated which is now Bien Hoa I Industrial Zone and is being converted into an urban-commercial-service and environmental improvement area. This is the place where many industrial production enterprises are concentrated, a model for building an area with  units being specialized in meeting industrial production needs.

In the 1990s of the 20th century, Dong Nai studied and learned from models of building industrial zones and export processing zones in neighboring countries such as Thailand, Singapore, Philippines and so on.

In the period of 1994 - 1995, 03 industrial zones including Bien Hoa II, Amata, and Go Dau were established. After that, other industrial zones were set up one after another.

Currently, in Dong Nai Province, there are 35 industrial zones with a total land area of 11​,514 hectares; of which 31 industrial zones are in operation, 01 industrial zone is in the stage of land acquisition and infrastructure investment, attracting investment (Long Thanh High-Tech Industrial Zone); 02 industrial zones were just established in July 2023 (Long Duc 3 Industrial Zone) and in September 2024 (Bau Can - Tan Hiep Industrial Zone (stage 1). 32/34 industrial zones in Dong Nai have leased 6,066.58 hectares, reaching 86.26% of the land area for lease (7,033.08 hectares) not including Long Duc 3 Industrial Zone which is in the stage of making a 1/2,000 scale zoning plan to determine the industrial land lease index and Bau Can - Tan Hiep Industrial Zone (stage 1) which has just been approved by the Prime Minister for investment policy on September 19, 2024.

According to Decision No. 586/QD-TTg dated July 3, 2024 by the Prime Minister on approving the Planning of Dong Nai Province for the period of 2021-2030, with a vision to 2050; accordingly, by 2030, Dong Nai will have 48 industrial zones in operation, in accordance with the area allocated according to the land use planning indicators for the period of 2021-2030 with a vision to 2050.

Overall, the infrastructure of existing industrial zones in Dong Nai has been basically completed with a wastewater treatment plant system ensuring the reception and treatment of wastewater for enterprises.

Up to now, in 33 industrial zones in Dong Nai Province, there have been 44 countries and territories investing with a total of 2,149 projects; including 1,503 foreign-invested projects with a total investment capital of USD30,570 million and an implemented capital of USD23,267 million together with 646 domestic projects with a total investment capital of VND85,048 billion. The total number of employees in Dong Nai's industrial zones is about 590,103 of which about 7,098 employees are foreigners.

In the first 10 months of 2024 alone, Dong Nai Province's industrial zones attracted an additional USD1,242 million from FDI investment, reaching 177.43% of the annual plan and VND6,510 billion from domestic investment, reaching 325.51% of the annual plan.

For many years, the province has been innovating industrial zone investment according to a green and closed development model: Industry – Urban Area - Service, attracting investment in selected projects, prioritizing high-tech projects, supporting industries, and environmentally friendly projects. Labor-intensive projects are invited to industrial zones in rural areas that can use local labor to reduce the pressure of mechanical population growth in urban areas.

During the process of granting investment registration certificates to projects, DIZA takes into consideration the investment rate, indicators on fuel demand, clean water supply as well as the volume of wastewater and waste generated from the project, list of machinery and equipment, production technology, waste treatment technology, etc.; at the same time, it stipulates that enterprises must strictly comply with environmental regulations, building a local wastewater treatment system, and only putting the project into official production and business operations after having completed all environmental procedures, inspected and confirmed by competent authorities and approved for official operation; industrial zone infrastructure investment and business companies all have agreements with investors in terms of monitoring wastewater quality before connection. At the same time, State agencies strengthen post-inspection, conducting inspections, checks, and supervising the implementation of investment laws by enterprises, keeping investors informed of their violations and handling them promptly during their project implementation.
