On June 24, 2020, the Prime Minister issued Decision 889/QD-TTg
on approving the national action plan on sustainable production and consumption
for the period 2021 - 2030.
With the aim of promoting the
efficient management, efficient exploitation and use of natural resources,
fuels and materials, encouraging the development of eco-friendly resources, fuels,
raw materials and products, renewable, reusable and recyclable; promote sustainable production and consumption on
the basis of innovation, creativity, practice and develop sustainable production and consumption models, promote sustainable domestic production and
consumption,
create stable
jobs and green jobs, promoting sustainable lifestyles and improving the quality of
life of people, towards the development of a circulating economy in Vietnam.
Particularly:
- Period of 2021 - 2025
+ Buliding legal policies on sustainable production and
consumption.
+ Reducing 5 - 8% of
the consumption of raw materials of production industries, namely: textiles, steel, plastics, chemicals, cement, beer and beverage, paper and
seafood processing;
+ 70% of industrial parks, clusters and trade villages will be
disseminated, to raise awareness of sustainable production and consumption;
+ Building and applying 20 to 30 models of sustainable production
and consumption; popularize models of cleaner production, models of
sustainable production and consumption;
+ 80% of provinces and centrally-run cities organize propaganda and
dissemination to raise awareness of sustainable lifestyles and consumption;
+
85% of supermarkets and trade centers distribute and
use eco-friendly packaging products to gradually replace disposable and difficult-to-decompose plastic packaging
products; building and promoting the development
of sustainable supply chain; encourage the
distribution of eco-friendly and eco-labeled products at supermarkets and trade
centers;
+ 70% of provinces and centrally-run cities shall formulate action
plans to implement the National Action Program on sustainable production and
consumption or integrate the Program implementation into local legal and
policy documents; 50% of provinces and cities have the unit in charge and
preside over the implementation of the Program;
+ Encourage integration of content about sustainable production and
consumption in training and teaching programs at all levels of training.
- By 2030
+ Completing and effectively enforcing legal policies on sustainable
production and consumption;
+ Reducing 7-10% of the consumption of raw materials and materials
of the main production sectors such as textile, steel, plastic, chemicals,
cement, beer, beverage, paper, seafood processing and some other industries;
+ 100% of industrial parks, clusters and trade villages will be
disseminated to raise awareness of sustainable production and consumption;
+ Disseminate and replicate models of cleaner production, models of
sustainable production and consumption;
+ 100% of provinces and centrally-run cities organize propaganda and
dissemination to raise awareness of sustainable lifestyles and consumption;;
+ 100% of supermarkets and trade centers use eco-friendly packaging
products instead of disposable and difficult-to-decompose plastic packaging
products.
+ 90% of provinces and
centrally-run citie shall
formulate action plans to implement the National Action Program on sustainable
production and consumption or integrate the
Program implementation into local legal and policy documents; 70% of provinces and cities have the unit in charge and
preside over the implementation of the Program.
The decision takes effect from the date of signing.
