On June 27, 2025, the National Assembly officially passed the Law on Science, Technology and Innovation with 73 articles, effective from October 1, 2025. This is an important legal framework to promote research, technology development and innovation activities nationwide – including enterprises operating in industrial zones in the province.

The State prioritizes the development of research infrastructure, key laboratories, and infrastructure connections between research institutes - universities - enterprises; Establishing high-level research centers associated with human resource training.
Encouraging enterprises to innovate technology:
The Law emphasizes supporting enterprises to innovate, master and create technology; promoting technology transfer and application in production, especially prioritizing remote, mountainous areas through investment in infrastructure, human resources and transfer.
Mechanism to encourage adventurous research - risk sharing:
For the first time, there are specific regulations on accepting risks in research and technology testing. Enterprises and individuals who perform tasks in accordance with procedures, without fraud or violations will be exempted from civil, administrative, and even criminal liability when objective risks occur.
Prioritize investment in breakthrough technology - strategic fields:
The State plays a role in creating, prioritizing technology fields with the potential to create breakthroughs, develop modern science and technology infrastructure, encourage adventurous investment, and controlled testing.
Attract and develop high-quality science and technology human resources:
The Law stipulates specific policies to attract and promote domestic and foreign talents and experts; promote training and development of human resources to serve national strategic tasks.
