On June 25, 2025, the Department of Home Affairs issued Official Document No.5227/SNV-CSLĐ regarding the implementation of policies and regulations for enterprises and workers in the process of relocating Bien Hoa I Industrial Park.
According to Official Document No.5227/SNV-CSLĐ, the conversion of Bien Hoa I Industrial Park aims to build a modern urban area, develop a commercial-service system, and improve the living environment, thereby contributing to the sustainable development of Dong Nai Province in the coming period. The provincial government hopes to continue receiving support, cooperation, and consensus from enterprises and workers to ensure the effective implementation of this initiative, balancing the interests of all parties involved.
The Department of Home Affairs provides information on the current policies applicable during the relocation process as follows:
1. Policies for Enterprises:
In cases where structural labor changes or technological innovations lead to a need for workforce retraining, enterprises will be eligible for support policies related to vocational training and skills enhancement for workers, with the aim of maintaining stable employment and ensuring the workforce meets production and business requirements.
2. Policies for Workers:
2.1. For workers seeking employment in industrial zones in Bien Hoa City and surrounding areas:
They will receive free job counseling and placement services from the Provincial Employment Service Center. While searching for a new job, they may file for unemployment benefits until re-employed.
2.2 For workers receiving unemployment insurance benefits:
For those employed before January 1, 2009 (or after this date but with periods not covered under unemployment insurance), the employer is responsible for paying severance allowance as prescribed in Article 46 of the Labor Code. For periods from January 1, 2009 onward, workers are eligible for unemployment insurance benefits, specifically:
- Monthly unemployment benefits based on the period of unemployment insurance contributions:
+ Contributions of 12–36 months: receive 3 months of benefits. For every additional 12 months of contributions, 1 more month of benefit is granted, up to a maximum of 12 months.
+ Monthly benefit level is equal to 60% of the average monthly wage on which unemployment insurance premiums were based for the last 6 months prior to unemployment, not exceeding 5 times the basic salary.
- During the benefit period, workers are entitled to free job counseling and placement services from the Provincial Employment Service Center.
- Workers may also receive vocational training support during the benefit period (if requested), in accordance with Decision No.17/2021/QĐ-TTg dated March 31, 2021 of the Prime Minister, specifically:
+ For vocational training courses of up to 3 months: Support is based on the training institution's actual tuition fee and course duration, up to a maximum of 4,500,000 VND/person/course.
+ For vocational training courses of 3 to 6 months: Support is calculated monthly based on actual tuition and course duration, not exceeding 1,500,000 VND/person/month.
2.3 For workers eligible for retirement benefits or those who choose not to return to the labor market and stop contributing to social insurance:
- Workers who meet the age and social insurance contribution requirements will be entitled to monthly retirement benefits in accordance with the Social Insurance Law.
- Workers who do not yet meet the age or contribution requirements for retirement will receive unemployment insurance benefits (up to 12 months depending on the length of their unemployment insurance contributions) and they can participate in vocational training courses to start self-employment. After 12 months, if they do not return to the labor market and wish to withdraw from the social insurance system, they can apply for a lump-sum social insurance payout, calculated as follows:
+ 1.5 months of average monthly salary on which social insurance premiums were based, for each year of contributions before 2014.
+ 2 months of average monthly salary on which social insurance premiums were based, for each year of contributions from 2014 onward.
