On
14/01/2020, Dong Nai Industrial Zones Authority (DIZA) issued Plan No. 01/KH-KCNĐN
on administrative reform in 2020. In the first 6 months of 2020, have been
achieved certain some results.
Regarding inspection
and inspection of Public Administration Reform (PAR), control of administrative
procedures
DIZA
has issued Plan No. 05/KH-KCNĐN dated January 21, 2020 on inspection of PAR,
inspection of administrative procedures, ISO Assessment, Anti-Corruption 2020.
The plan has 02 The inspection in June and November ensures 100% of the units
are tested during the year. The first test results, there are 09/09 units
recognized to successfully complete the task.
Regarding PAR
propaganda and control of administrative procedures
DIZA
issued Plan No. 06/KH-KCNĐN dated January 21, 2020 on information and
propaganda on PAR. Within 6 months, DIZA propagated the PAR newsletters on the
website. There have been 35 newsletters on legal documents and 15 newsletters
on PAR. In addition, DIZA launched the Information and Communication
Competition on PAR in 2020 at the DIZA and participated in the Provincial
Competition.
DIZA
has disseminated information on the website to businesses about actively
implementing DVC online to limit the crowds at the Provincial Public
Administration Center.
On reviewing and
organizing the implementation of legal documents
Within
6 months, DIZA proposed to amend and supplement the administrative procedures
under the jurisdiction and submit to the Provincial People's Committee for
promulgating a Decision on electronic process of administrative procedures of
the DIZA.
Implementing
the Plan No. 436/KH-UBND dated January 14, 2020 of the People's Committee of
Dong Nai province on monitoring the implementation of law in 2020, DIZA made
Plan No. 07/KH-KCNĐN dated February 3, 2020 on monitoring the implementation of
the law in 2020. DIZA has deployed 35 new legal documents through the monthly
Legal Newsletter; post dissemination and propaganda of law and administrative
procedures on website of the DIZA in Vietnamese and English; disseminating new
legal policies to businesses through the direct issuance of documents;
workshop; integrate legal dissemination and education program in periodic
briefings of enterprises in industrial zones; coordinate with State management
agencies other in training and propagating activities for employers and
employees.
About controlling
administrative procedures
DIZA
has issued Plan No. 02/KH-KCNĐN dated January 16, 2020 on controlling
administrative procedures in 2020.
In
6 months, DIZA welcomed about 1,500 visitors to contact and ask for the
handling of administrative procedures. The reception of visitors to contact
work was well implemented by the DIZA's officials, the documents sent by the
business were guided enthusiastically, carefully and handle on time by the
Provincial Public Administration Center. The Public Administration Service Switchboard
1022 has received about 55 responses and questions requesting advice on
administrative procedures. All questions are resolved promptly and
satisfactorily by DIZA for the enterprise.
In
6 months, DIZA has received 5,112 records (of which 252 cases have been
transferred in the previous period), solved 4,898 records, of which 4,991 records
were processed on time (99,9%), including 07 dossiers are delayed (0.1%), and
214 documents are in progress.
The
results of PAR implementation have reached about 50% of the plan so far, some
tasks need to be done in the last 6 months: Strengthen implementation of online
public services at levels 3 and 4 with a
high rate of Registered administrative procedures; actively reviewing legal
documents related to administrative procedures; implement ISO 9001: 2015;
implement simplify administrative procedures; strengthen inspection of
administrative procedures settlement; conduct dialogues with enterprises at
industrial parks, listen and solve problems of businesses...
