On April 5, 2023, the Prime
Minister issued Official Telegram No.220/CĐ-TTg on resolution of difficulties in fire safety and firefighting.
According
to the Telegram, in order to ensure full compliance with regulations of law on
fire safety and firefighting and effectively serve investment, production and
trade by people and enterprises, the Prime Minister has the following requests:
1. The Ministry of Public Security
shall preside over and cooperate with the Ministry of Construction, other
Ministries, central and local authorities in:
- Reviewing policies and laws
on fire safety and firefighting to promptly make amendments within their
jurisdiction or request competent authorities to make amendments; accelerating drastic
simplification and reform of administrative procedures in the field of fire
safety and firefighting, thereby satisfying practical requirements for
socio-economic development.
- Before April 30, 2023,
classifying works and establishments that have difficulties in complying with
fire safety regulations after inspection and review; proactively and promptly
solving problems and providing clear and detailed guidance on regulations and
solutions for agencies, organizations, enterprises and people to
comprehensively rectify their violations against regulations on fire safety and
firefighting and effectively serve investment in construction, production and
trade.
2. The
Ministry of Construction shall preside over and cooperate with the Ministry of
Public Security and other Ministries, central and local authorities in
expeditiously reviewing and promptly detecting difficulties in fire safety and
firefighting in construction of houses and works serving production and trade
by people and enterprises; clarifying the causes to make necessary amendments
to technical regulations and standards within their jurisdiction, thereby
conforming to practice in Vietnam, facilitating investment in construction,
production and trade, and at the same time drastically cutting unnecessary
administrative procedures to fully meet the requirements for fire safety and
firefighting. They shall report the implementation results to the Prime
Minister.
3. The Chairpersons of the
People’s Committees of provinces and central-affiliated cities shall:
- Clearly define their roles
and responsibilities for quickly handling limitations, weakness and obstacles
to state management of fire safety and firefighting in their provinces and
cities. Give direction with specific and detailed solutions to completely
eliminate violations against regulations on fire safety and firefighting in
construction investment within their jurisdiction in order to quickly resolve
difficulties in fire safety and firefighting and effectively serve investment
in construction, production and trade by people and enterprises.
- Send a consolidated list of
difficulties in fire safety and firefighting beyond their jurisdiction to the
Ministry of Public Security and the Ministry of Construction, which will
provide guidance or request competent authorities to promptly resolve these
difficulties. The consolidated list of difficulties shall be sent to the
Ministry of Public Security and the Ministry of Construction.
